Interest Free Loans for IIT Students

After hiking the tution fee from Rs.90,000 to 2 lakh, the government has announced interest free loans. The HRD Ministry has proposed that all IIT student will get loan without interest for entire tution fee under Vidyalakshmi scheme at the time of admission.

Why they have to hike tuition fee and offer interest free loans for tuition fee..... Is there reason behind? Everything seems to be different.
